About the Firm

Practitioner-led.
Execution-focused.

QuynhTech Strategies LLC is a woman- and minority-owned boutique consulting firm headquartered in the Dallas-Fort Worth Metro Area. We specialize in court and justice system modernization — supporting state and local government agencies across the United States with the kind of senior-level, hands-on expertise that larger firms simply cannot replicate.

The firm was founded to provide a more focused, practitioner-led alternative to traditional consulting models — delivering depth without the overhead, staffing layers, or delivery gaps typically associated with large organizations. Every engagement is led by experienced professionals with direct, hands-on experience in justice and public sector operations.

QuynhTech is led by Christina Q. Johnson, Esq., PMP — a licensed attorney, certified Project Management Professional, and former Managing Partner with extensive experience advising courts, prosecutorial agencies, and public sector organizations across the full transformation lifecycle. She brings direct system-level experience from both the advisory and implementation sides of justice technology, with an operational understanding of how systems are configured, deployed, and used in real courthouse environments.

Services & Core Capabilities

From the first assessment to the final go-live, we provide the strategy, structure, and hands-on leadership that justice modernization requires.

01
Technology Strategy, Procurement & Vendor Selection
End-to-end procurement lifecycle support — from technology readiness assessments and requirements development through RFP design, vendor evaluation, selection, and contract negotiation. We position agencies to acquire the right solution with the structure and protections to deliver on its promise.
02
Implementation Leadership & Delivery
Full lifecycle implementation leadership for CMS, eFiling, and integrated justice solutions. We manage scope, schedule, risk, vendor accountability, and delivery discipline from kickoff through go-live and stabilization — ensuring technology investments translate into operational results.
03
Operational Assessment & Process Improvement
Current-state analysis of operations, workflows, system utilization, staffing, and cross-agency coordination. We identify gaps, define a realistic target state, and deliver structured, sequenced recommendations built for implementation — not just documentation.
04
Governance, Stakeholder Alignment & Transformation Office Design
Interagency governance frameworks, executive alignment, and stakeholder coordination for complex, multi-agency environments. We also design, stand up, and stabilize transformation offices — including operating model, governance structure, staffing framework, and the program management infrastructure needed to sustain delivery over time.
05
Program Oversight & Independent Verification
Program quality assurance and implementation verification for high-stakes modernization initiatives — providing structured oversight, risk identification, schedule and deliverable assessment, and delivery confidence for agency leadership and funding stakeholders.
06
Executive Advisory & Transformation Readiness
Senior-level advisory support for agency leaders navigating procurement, modernization, and implementation decisions. We help organizations prepare for and sustain change through readiness planning, stakeholder engagement, communication and change enablement, data readiness, reporting strategy, dashboard planning, training alignment, adoption monitoring, and post-go-live stabilization support.
Representative Engagements

Our Work

These engagements represent the breadth and depth of work our principal has led across courts, prosecutorial agencies, and integrated justice environments — from statewide modernization to complex multi-agency implementations.

Client names and identifying details are omitted in accordance with standard consulting confidentiality practice. Engagements marked with an asterisk were performed by our principal while at a prior firm.

Statewide Court System
Statewide Court Modernization — Assessment, Strategy & Implementation Direction
Administrative Office of the Courts | Statewide | Multi-year engagement
+

A state Administrative Office of the Courts engaged our principal to lead a comprehensive statewide assessment across a federated court environment — spanning court leadership, diverse jurisdictions, and complex operational dynamics. The engagement required developing a current-state assessment, a redesigned target state, and a multi-year strategic roadmap for statewide court and technology modernization.

As the assessment progressed, it became clear that the initial modernization expectations did not fully reflect the underlying operational needs across the state's courts. Our principal drove a recalibration — developing a revised target state design and collaborating directly with AOC leadership and legislative stakeholders to secure alignment and approval. The engagement extended into full procurement leadership: our principal designed and led the entire RFP process for statewide eFiling, case management, and non-functional requirements — including development of a Requirements Traceability Matrix, full RFP and appendix design, SWOT-based evaluation analysis, finalist demonstration scripts and agendas, onsite demonstration facilitation, and contract negotiations. Our principal was subsequently selected to serve as Implementation Director, providing direct continuity from strategy through procurement through execution.

Key Outcomes

Established statewide understanding of court operations and technology landscape
Identified critical gaps in workflows, system utilization, and cross-agency coordination
Delivered clear, actionable roadmap supporting phased implementation over multiple years
Supported legislative alignment and approval of modernization approach
Designed and led full statewide procurement — RTM, RFP, evaluation, demonstrations, and contract negotiation
Selected as Implementation Director — continuous leadership from strategy through procurement through execution
Additionally engaged to develop statewide baseline workflow and configuration for CMS/eFiling deployment
Integrated Justice
Integrated Justice System Assessment, Governance & Roadmap *
Large Urban County | Multi-agency | Custom Solution Environment
+

Our principal led a comprehensive assessment of a large urban county's integrated justice environment — spanning systems, operations, infrastructure, and cross-agency coordination across the full justice ecosystem. The engagement included onsite walkthroughs of agency operations (including intake and detention facilities), evaluation of system capabilities, and detailed analysis of how processes and technology interacted across law enforcement, courts, prosecution, defense, and detention.

Based on these findings, the team developed short-, mid-, and long-term recommendations and a unified strategic roadmap aligned to county priorities and funding considerations. The engagement culminated in securing approval and funding from the County's Commissioners Court — five elected officials — for a new integrated justice governance structure. This included the creation of a new Integrated Justice Board, a newly established IJIS Director position, and a dedicated team to oversee integrated justice technology and modernization going forward.

Key Outcomes

Multi-agency current-state assessment across Sheriff, Jail, Prosecution, Public Defender, Courts, District Clerk, and Juvenile
Evaluated end-to-end workflows: intake, detention, case processing, and supervision
Delivered funded, phased roadmap — approved and funded by County Commissioners Court (5 elected officials)
Secured creation of new Integrated Justice Board to govern cross-agency modernization
Established new IJIS Director position and dedicated team for integrated justice technology and modernization
Positioned county for sustainable, long-term modernization with structural leadership and dedicated resources
Prosecutorial Agency
Prosecutorial Operations Assessment & Modernization Strategy
Large County District Attorney's Office | Full Operational & Technology Assessment
+

Our principal led a comprehensive operational and technology assessment for a large county District Attorney's Office — focused on identifying gaps in current processes, evaluating system utilization, assessing staffing and workload capacity, and defining a target state for agency modernization. The project included detailed analysis of prosecutorial workflows, case management practices, integrations with justice partners, and data-sharing capabilities.

The engagement extended well beyond assessment — our principal provided full procurement leadership and support through the entire sourcing lifecycle: requirements development, RFP design and issuance, vendor demonstration coordination, evaluation facilitation, selection support, and contract negotiation through to execution. The agency moved from initial gap analysis to a fully executed vendor agreement under our principal's direct leadership.

Key Outcomes

Established clear understanding of operational and system constraints across prosecutorial, investigative, and IT functions
Identified opportunities to improve workload balance, coordination, and system utilization
Led full procurement lifecycle from requirements through RFP, evaluation, selection, and contract negotiation
Delivered executed vendor agreement — strategy through procurement close, under direct leadership
Implementation Leadership
Court Technology Implementation Leadership — Multiple Jurisdictions *
Superior Courts & County Agencies | $5M–$15M+ Projects | Multi-State
+

Our principal served as Lead Implementation Consultant across a portfolio of complex, fully integrated court technology implementations — ranging from mid-size courts to a major urban county with over 3,200 end-users. Each engagement required leading business process review, FIT/GAP analysis, system configuration, data conversion, training, and go-live support across multiple integrated product centers. This work established the practitioner-level system expertise that underpins QuynhTech's assessment and advisory practice today.
