QuynhTech Strategies LLC is a woman- and minority-owned boutique consulting firm headquartered in the Dallas-Fort Worth Metro Area. The firm was founded to provide a more focused, practitioner-led alternative to traditional consulting models — delivering depth without the overhead, staffing layers, or delivery gaps typically associated with large organizations. Every engagement is led by experienced professionals with direct, hands-on experience in justice and public sector operations.
QuynhTech is led by Christina Q. Johnson, Esq., PMP — a licensed attorney, certified Project Management Professional, and former Managing Partner with extensive experience advising courts, prosecutorial agencies, and public sector organizations across the full transformation lifecycle. She brings direct system-level experience from both the advisory and implementation sides of justice technology, with an operational understanding of how systems are configured, deployed, and used in real courthouse environments.

A state Administrative Office of the Courts engaged our principal to lead a comprehensive statewide assessment across a federated court environment — spanning court leadership, diverse jurisdictions, and complex operational dynamics. The engagement required developing a current-state assessment, a redesigned target state, and a multi-year strategic roadmap for statewide court and technology modernization.
As the assessment progressed, it became clear that the initial modernization expectations did not fully reflect the underlying operational needs across the state's courts. Our principal drove a recalibration — developing a revised target state design and collaborating directly with AOC leadership and legislative stakeholders to secure alignment and approval. The engagement extended into full procurement leadership: our principal designed and led the entire RFP process for statewide eFiling, case management, and non-functional requirements — including development of a Requirements Traceability Matrix, full RFP and appendix design, SWOT-based evaluation analysis, finalist demonstration scripts and agendas, onsite demonstration facilitation, and contract negotiations. Our principal was subsequently selected to serve as Implementation Director, providing direct continuity from strategy through procurement through execution.
Key Outcomes
Our principal led a comprehensive assessment of a large urban county's integrated justice environment — spanning systems, operations, infrastructure, and cross-agency coordination across the full justice ecosystem. The engagement included onsite walkthroughs of agency operations (including intake and detention facilities), evaluation of system capabilities, and detailed analysis of how processes and technology interacted across law enforcement, courts, prosecution, defense, and detention.
Based on these findings, the team developed short-, mid-, and long-term recommendations and a unified strategic roadmap aligned to county priorities and funding considerations. The engagement culminated in securing approval and funding from the County's Commissioners Court — five elected officials — for a new integrated justice governance structure. This included the creation of a new Integrated Justice Board, a newly established IJIS Director position, and a dedicated team to oversee integrated justice technology and modernization going forward.

Our principal led a comprehensive operational and technology assessment for a large county District Attorney's Office — focused on identifying gaps in current processes, evaluating system utilization, assessing staffing and workload capacity, and defining a target state for agency modernization. The project included detailed analysis of prosecutorial workflows, case management practices, integrations with justice partners, and data-sharing capabilities.
The engagement extended well beyond assessment — our principal provided full procurement leadership and support through the entire sourcing lifecycle: requirements development, RFP design and issuance, vendor demonstration coordination, evaluation facilitation, selection support, and contract negotiation through to execution. The agency moved from initial gap analysis to a fully executed vendor agreement under our principal's direct leadership.
Key Outcomes
Our principal served as Lead Implementation Consultant across a portfolio of complex, fully integrated court technology implementations — ranging from mid-size courts to a major urban county with over 3,200 end-users. Each engagement required leading business process review, FIT/GAP analysis, system configuration, data conversion, training, and go-live support across multiple integrated product centers. This work established the practitioner-level system expertise that underpins QuynhTech's assessment and advisory practice today.
